The conversation about Colombia’s energy history — and its energy future — has a meeting point in Cali.
On June 10, leaders from across the energy, academic and territorial sectors will gather to discuss rural electrification, energy communities and territorial development in Colombia.
The event will also pay tribute to the legacy of José Eddy Torres —JET—, a pioneer of Colombia’s energy sector, mentor to generations and a foundational figure in the origins of Energía Limpia.
JET understood something essential: energy does not begin with infrastructure. It begins with people, communities and territory.
Three years after his passing, his vision continues to light the way forward.

A conversation about energy, territory and transformation
Rural Electrification and Energy Communities will bring together voices from across Colombia to exchange experiences, lessons and perspectives on some of the most pressing challenges of the country’s energy transition.
Throughout the morning, participants will explore real-world rural electrification processes, community-led energy initiatives and the role of energy in territorial transformation.
Beyond the technical discussion, the event seeks to open a broader conversation about access, equity, development and the future of communities across the country.
Because energy is also about dignity, opportunity and permanence.
Panel 1: Rural Electrification: Experiences and Lessons Learned
Real stories of territorial transformation.
This panel will present experiences, lessons and challenges from rural electrification processes in Chocó, Cauca, Nariño, Cundinamarca and Putumayo, showing how access to energy can become a concrete tool for development and quality of life.
Panel 2: Energy Communities
Communities are beginning to take a more active role in shaping their own energy future.
This panel will explore opportunities, challenges and experiences related to the implementation of energy communities, and their potential to strengthen participation, autonomy and the energy transition across territories.
Panel 3: Energy for Rural and Urban Development
Energy is far more than infrastructure: it is development, wellbeing and opportunity.
This conversation will address the role of energy in transforming both rural and urban territories, and the need to build a more inclusive, territorial and sustainable energy sector.

Palmor, Sierra Nevada de Santa Marta.
José Eddy Torres alongside the Energía Limpia para Colombia Program team at the Palmor reservoir — one of the landmark territorial electrification projects he helped bring forward.
JET dedicated his life to connecting energy, knowledge and human dignity.
His work left a lasting mark on rural communities, universities, public institutions and energy projects across Colombia. But above all, it left a mark on people.
He had a remarkable ability to bring together technical rigor, social sensitivity and territorial execution. He knew how to listen. He knew how to build. He knew how to bring complex conversations into the real world.
That is why his legacy remains deeply relevant today.
Not only because of what he accomplished, but because of the way he understood energy: as a concrete tool to improve lives.
